Former associate vice chancellor allegedly took $5,050

A former associate vice chancellor who announced her retirement a few weeks ago has been arrested and accused of stealing more than $5,000 from the University.

Carolyn Collins, former dean of the University College, is accused of shifting money from the LSU Summer Opportunity Program fund into her Tiger Card account for “personal purchases,” said LSU Police Department spokesman Capt. Russell Rogé.

Accounting Services notified LSUPD in May about the transfers. In its investigation, LSUPD discovered Collins had been illegally transferring money since 2003. Because the statute of limitations for some of the alleged thefts has expired, Collins is only being charged for the $5,050 transferred since 2005.

Collins was arrested and issued a summons for theft on June 19. Her retirement is effective today, according to Kristine Calongne, University spokeswoman.

In 2005, Collins transferred $1,250 into her Tiger Card account, according to LSUPD. Collins transferred $1,200 in 2006, $1,400 in 2007 and $1,200 in 2008.

Collins’ base salary for the 2008-09 fiscal year was $153,989.

The University College is made up of students who haven’t been admitted to a degree-granting senior college yet. It is the largest academic college on campus.

The LSU Summer Opportunity Program, run through the University College, is designed for incoming freshman and allows students to take classes and develop study skills before their first semester in college.

Collins was employed at the University for more than 25 years and was LSU’s first black dean of an academic college. She served as Chair of the Diversity Committee of the National Academic Advising Association from 2003 to 2005 and was also part of the 21-member chancellor search committee in 2008.

Snoopdog, I wish that someone (anyone) had advised you. I'm sorry you dropped out of LSU and didn't get a college education.

As far as Dr. Collins goes, I never met her, but I'm sure that she's not the only one spending money.

It is very sad that a socially promoted black woman who is paid 160,000.00 a year had no scruples at all. I had the privilege of having to see her for advising a few years back. I had to wait 40 minutes while she had a personal conversation about her "grandbaby tempature", after 40 minutes I demanded to see someone that has more sense. Dean Collins, you got your reparations. My advice to you is give all of your retirement to someone who really deserves it. Start in your own community, God knows there is a whole lot of ignorance to overcome there. Hope you can see the light one day.

You can be sure that Dean Collins is not the only high level person who has cheated the system. Does Torres pick and choose who she goes after? I think so.

I hope Louisiana Senators, LSU Chancellor Michael Martin and Gov. Bobby Jindal and their other friends get enough of our working folks' tax money to keep LSU Dean Carolyn Collins furnished in her meal's expenses.

I am very thankful even though they knew last October 2008, they waited for her to retire before arresting her. I enjoy her receivng our tax paid retirement.

Mr. Collins is a wonderful person who has reached out to assist many students in need. Her progams are all top notched and very helpful to many students of all races. Our prayers are with you Ms. Collins

Mr. or Ms. Scholar Holla, did you ever think that they didn't put they information about how she was using the funds because it hasn't been released by police officials yet? Evidently not. TDR can't just say "she was using these funds for personal reasons" without proof. Perhaps they don't have proof yet...but the story was probably still published to give the information that TDR could get their hands on. She most likely was using the funds for personal reasons, because there's only so much you can purchase with a Tiger Card, but no one can say that for sure just yet. Think a little more before you write something so stupid and ignorant. You obviously don't think logistically. Idiot.
P.S. - TDR got this story before The Advocate did. Just saying...

Whether she had "..leadership credentials.." or not, is not the question facing Ms. Collins. She was awarded a prominent position, presumably the most qualified at that time, and she has no right to operate beyond the scope of fiscal guidelines. Did she make her own fiscal rules?

What is glaring here, she seemed to have been emboldened by the university's failure to confront her earlier in her career.. Some of her fiscal improprieties, were erased by statutes of limitation. She was doing state-funds-transfers since 2001? What about that?

I guess there will be an effort to deflect the fiscal improprieties/theft, by making it another issue? I fully expect this song and dance. Shoplifters have their day in court, she should have her time there too. Looking at her Mercedez Benz, she should be able to avoid the pitfalls of a public defender, but who knows huh?

I say leave it to the court to decide. There are a lot of grey areas out there. Sometimes it's easier to do official business out of your own pocket - taking scholarship recipients to lunch and the like. For accountability purposes institutions make it difficult to accomplish simple tasks. On one hand we have slow-moving bureaucracy loaded down with red tape, and on the other we have efficiency that is ethically questionable. It's too soon to judge.

Why wasnt it included in the article about how the funds were used for dining purposes for the students in both Summer Opportunity and Summer Scholars, that worked for the program? These charges are bogus, even if it was misproprations of funds, it shouldnt be presented as if Dean Collins was pocketing University dollars for her on personal use. On the next article written please try to give more information like the advocate did! Way to go "school newspaper", you sure know how to cover a story!

This is a really sad story. Ms. Collins' illegal activities tarnish her leadership credentials and I'm sure the contributions of time and talent she made to LSU over the years. Integrity matters in all dimensions of our lives.
